If there is a material difference between the decision made by the tribunal or the decision or order made by the controller or the certifying body, the appeal tribunal shall give a deadline of fifteen days to reveal the reason and order the respondent to be drawn up in the format as per schedule-2.
(2) Orders issued in accordance with sub-rule (1) shall be served in the manner prescribed in rule 9.
